The General Collective Agreement determines the laws in force and the legal status, structure, individual principles, and core principles of the organization.

The General Collective Agreement is concluded between the Cabinet of Ministers of the Republic of Azerbaijan, the supreme representative body of employees — the Azerbaijan Trade Unions Confederation, and the supreme representative body of employers — the National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan. The agreement reflects the economic policy pursued in the republic, as well as commitments regarding labor remuneration, public income and living standards, labor market development and public employment guarantees, strengthening of social protection, protection of labor rights, occupational health and safety, technical and environmental safety, social partnership, and the coordination of the Parties' activities along with controlled key socio-economic indicators.

Activities are carried out in accordance with this agreement and the relevant legislation of the Azerbaijan State Institutions and Public Service Workers Trade Union. The agreement defines the legal status, structure, membership conditions, and core principles of the organization.

Legal Representation and Protection

Protects the legitimate rights and interests of its members and organizations before state bodies, employers' associations, and other social and political organizations.

Occupational Health and Safety

Submits proposals for the improvement of working conditions and ensuring a healthy and safe work environment for trade union members.

Control over Employment and Remuneration

Exercises public control over the implementation of existing employment legislation and takes measures to achieve fair remuneration for labor.
